Keeping virement minutes with the budget file

Why unsigned budget transfers cause more inspection friction than almost any other paperwork gap.

Inspectors and auditors rarely argue with a well-approved transfer between budget heads. They do argue with a transfer that exists only as a ledger journal.

When a panel or IMC approves a virement, file the minute extract beside the revised budget schedule for that year. Note the original head, the receiving head, the amount, and the meeting date on a one-line cover slip. Finance clerks then stop hunting through email threads during fieldwork.

If approvals arrived by circulation rather than a sitting meeting, keep the signed circulation sheet in the same folder. During an education budget compliance audit, missing minutes are among the first exceptions we raise — and among the easiest for schools to prevent.
